Consistent representative democracy

چکیده

We study axioms which define “representative democracy” in an environment in which agents vote over a finite set of alternatives. We focus on a property that states that whether votes are aggregated directly or indirectly makes no difference. We call this property representative consistency. Representative consistency can also be understood as a “gerrymandering-proofness” requirement for voting rules. We characterize the class of rules satisfying unanimity, anonymity, and representative consistency. We call these rules “partial priority rules.” A partial priority rule can be interpreted as a rule in which each agent can “veto” certain alternatives. We investigate the implications of imposing other axioms to the list specified above. We also study the partial priority rules in the context of specific economic models. ∗Assistant Professor of Economics, Division of the Humanities and Social Sciences, 228-77, California Institute of Technology, Pasadena, CA 91125. A Failure of Representative Democracy∗

We compare direct democracy, in which members of a population cast votes for alternatives as choice problems arrive, and representative democracy, in which a population elects a candidate whose ordering of alternatives serves as a binding, contingent plan of action for future choice problems. While direct democracy is normatively appealing, representative democracy has practical advantages and ...

Representative democracy and the implementation of majority-preferred alternatives

In this paper, we study representative democracy, one of the most popular classes of collective decision-making mechanisms, and contrast it with direct democracy. In a direct democracy, individuals have the opportunity to vote over the alternatives in every choice problem the population faces. In a representative democracy, the population commits to a candidate ex ante who will then make choice...

Direct Democracy and Responsibility Substitution

In practice, the most relevant question for direct democracy is not whether it could advantageously replace representative democracy, but whether it can be combined with it to improve political outcomes. We find that, by reallocating some political power to the population, direct democracy significantly affects the incentives, selection, and reelection prospects of politicians. When citizens ca...

Representative democracy and information society - A postmodern perspective

First, representative democracy is a depiction of the people’s will. Secondly, it is a process of deliberation and negotiation. Thirdly, representative democracy is the institutional linking mechanism between political power a...
